On November 15, 2017 (local time in Montenegro), the Minister for Energy and Water Management of Malta, Joe Mizzi& and five senior officers of Enemalta investigated the Mozura Wind Farm project in Montenegro. Deputy General Manager of SEPM, Chen Yu, and the Montenegro Project Department of Shanghai Electric Power Engineering (Montenegro) LLC (SEPEM) made a brief report on site and accompanied them during the visit.
At 8:00 am, Minister Mizzi and his party drove one and a half hours to arrive at the project site, where they received site safety education, listened to the project progress report and investigated the construction site. Minister Mizzi said in an interview that this is the second time he came to the Mozura Wind Farm in Montenegro since taking the office in June this year. The last time he came here to witness the approval of share transfer by the government of Montenegro. This time we came to witness the commencement of the project. He said he was pleased to see every major step forward in the first overseas project jointly invested by the Ministry of Energy of Malta and SEP. Mozura Wind Farm Project is an important attempt in oversea joint investment by Chinese and Malaysian enterprises. It attracted great public attention in Malta. He was very glad to see the smooth advancement of the project and the safe and orderly performance of site works. He said he was confident of the project and hoped to come to the site again next year to witness the completion of the project.
After the site investigation, the Minister Mizzi and his party accepted an atlas recording the project milestone events from SEPM and left messages and blessings in guestbook, which showed high confidence in the project and SEP. They believe this project will surely become another successful cooperation between SEPM and Enemalta, in view of the rich experience of the owner, contractor and partner as well as the investors' good relationships. In addition, they expressed their hope of further cooperation with SEP in developing more renewable energy projects outside Malta after Mozura Wind Farm Project makes phased achievement next year.
The Mozura Wind Power Project has an installed capacity of 46MW. It is a joint venture project invested by IREDL under SEPM and Enemalta controlled by the Ministry of Energy of Malta. The general contractor is Shanghai Electric Power Engineering (Montenegro) LLC (SEPEM). Thanks to the care, assistance and encouragement of all relevant leaders, the access to utility services (water, electricity, and telecommunication), access roads, and ground leveling for the project have been completed in January 2017. On November 7, 2017, EPC Contract was officially signed and the Order of Commencement was issued. At present, the site works is being carried out as scheduled and is expected to be completed in September 2018. The wind farm is planned to start grid-connected power generation in November 2018.
